The project aims to promote a green and just transition at local level across the metropolitan area by helping to develop a virtuous local carbon market system. With the following specific objectives: To advance the assessment and characterisation of supply and demand in relation to carbon emission reductions To contribute to the development of local carbon governance mechanisms, bringing together public and quasi-public authorities with other local stakeholders (e.g. private companies, interest groups, associations) To stimulate and target carbon-related financial flows to support the emergence and scaling-up of projects that are part of a green and just transition and which, beyond carbon emission reductions, deliver local benefits (biodiversity, health, social, economic, etc.). To this end, strengthen the drivers (support for project leaders) and mitigate the barriers (via services for funders) at different territorial levels.

The City of Cazin will implement a pilot project to establish a solar energy cooperative and build four photovoltaic power plants on public buildings: Public utility Vodovod, Center for culture and tourism Cazin, Public institution Welfare Center of Cazin and Public Institution Kindergarten "Hasnija Omanović" Cazin. The project value represents the total amount of the City of Cazin's participation in the BauNOW project: staff, administration, communication, capacity building and all other costs. The investment cost represents the cost of constructing four high-voltage power plants on public buildings.

Since the second Croatian partner in the project is the Municipality of Legrad and the Municipality is located in the pilot area, the contracting authority REA North is conducting this procurement procedure in order to upgrade the solution, based on the experience gained from using the solution, created in 2024, in a way that includes all the needs of the Municipality of Legrad, which will enable the Municipality to improve public services, as requested by the project. The Municipality of Legrad also carries out activities for its residents that enable residents to energy renovation of their facilities. Therefore, this upgrade will include all existing areas of the Municipality of Legrad that relate to energy renovation, but also all areas of the Municipality that relate to the services that the Municipality provides to its residents, since many of these services are complementary to the area of ​​energy renovation (e.g. subsidizing energy renovation measures for residents, providing incentives to socially vulnerable residents for the purpose of reducing energy poverty, etc.). The upgrade refers to expanding functionality, adapting the user experience, and enriching the knowledge base so that the system can serve as a comprehensive information and communication channel between local government units (Municipalities) and residents. VIREAS AI solution, https://vireas.rea-sjever.hr/ Online solution for improving public services and supporting citizen consultation on energy transition measures using an internet application that uses artificial intelligence for user support in planning measures in the field of energy efficiency and renewable energy sources. Based on the uploaded and processed submitted data and documents, the solution can provide quality answers about the necessary EnE and RES measures in a building, considering the described condition of the family house or building, expressed needs and set time or financial constraints. VIREAS is able to provide answers about all common and basic technologies and techniques in the field of EnE and RES measures, as well as the requirements of the relevant laws and regulations. The subject of the project is the development of the online solution for technical analysis and mapping of solar potential for the purpose of planning the energy transition in the Municipality of Legrad using an internet application, which includes the inclusion of an additional layer in the GIS base of the solar potential map that will contain a display of the useful area of ​​building roofs. The development of the final solution included the calculation of the solar potential for each roof, preparation of data for publication in the internet application, data quality check, development of an algorithm and elements of the photovoltaic power plant calculation, and the functionality of generating a project summary of the power plant installation based on the available information. Analysis of available financial sources and preparation of a model of a combined financing instrument to secure initial funds for energy transition measures in the pilot area of ​​the BauNOW project. The project includes the following areas: the service of creating a documented model of the instrument for combined financing of energy renovation measures and renewable energy sources in the pilot area of ​​the BauNOW project (hereinafter referred to as the instrument), attracting the interest of municipalities in using the instrument, researching the interest of citizens in using the instrument, and analysing the available financial instruments of banks for (micro)crediting citizens with an analysis of the interest of banks in joining the combined instrument.
